The State Duma wants to ban passport renewals and block bank access for Russians who left the country for political reasons

MO found in the State Duma agenda for July 22 the second reading of a bill targeting Russians abroad who are "evading" punishment under political charges: "foreign agents," "undesirable" organizations, calls for sanctions, and "discrediting" the army.

According to Volodin, "even while outside the country, runaway traitors must realize the inevitability of punishment for their actions."

🔹In its first version, the bill provided for the deprivation of consular services: a person would not be able to renew a passport or obtain certificates abroad. It also included the cancellation of driver's licenses and a ban on registering a car in Russia, a ban on using powers of attorney to manage property remotely, and a full freeze of assets, including funds and property in Russia.

🔹By the second reading, the bill was made harsher. It now includes a complete block on access to banks, as well as a ban on all real estate transactions.

🔹In addition, the delayed effective date was removed from the original version. It will now take effect from the moment it is signed.
