Putin created a commission to restrict the rights of Russians “evading punishment” abroad

The commission is headed by the justice minister. It includes representatives of the Justice Ministry, the Interior Ministry, the Federal Tax Service, the FSB, Rosfinmonitoring, and the Prosecutor General’s Office.

The commission is to ensure the operation of the mechanism provided for by the law of August 4. Under the document, citizens who are abroad and are evading the execution of a sentence that has entered into force or the payment of a fine will be entered into a special Justice Ministry list. Temporary restrictions may be imposed on them, including the freezing of funds and property, as well as restrictions on access to consular services.

In addition, the commission will be able to assign “humanitarian benefits.” If close relatives of the convicted person who have no income of their own depend on the blocked funds, they may be assigned monthly payments. Under the law, money for such payments will be taken from the seized assets of the convicted person himself, not from the state budget.
