The outgoing State Duma is preparing a “civil death” for those who left: seizure of money, a banking ban, asset freezes, denial of consular services. The law will take effect immediately
Deputies have decided to urgently adopt and tighten the law on sanctions against emigrants deemed violators. “MO” found on the State Duma agenda for July 22 the second reading of two large-scale bills (1 and 2), which had remained stalled since December 2025.
📍The document targets Russians abroad who are “evading” punishment under political articles: “foreign agents” (Article 19.34 of the Administrative Code), “undesirable” organizations (Article 20.33), calls for sanctions (Article 20.34), and discrediting the army. According to Volodin, “even while outside the country, fugitive traitors must realize the inevitability of punishment for their actions.”
📍In its first version, the bill provided for deprivation of consular services — a person would be unable to renew a passport or obtain certificates abroad. It also included cancellation of driver’s licenses and a ban on registering a car in Russia, a ban on using powers of attorney to manage property remotely, and a full freeze of assets, including money and property in the Russian Federation.
By the second reading, the law was made harsher:
📍 Blocking access to banks. Banks are explicitly prohibited from giving such persons access to their software — mobile apps and online banking. Where the law previously referred in general terms to “remote servicing,” it now specifically imposes a ban on logging into personal accounts and carrying out any transfers or operations online.
📍 Real estate transactions banned. Attempts to sell or re-register an apartment in Russia will be blocked even more strictly. Rosreestr will be required to return documents without review if the owner is on the list of those “evading” punishment.
📍 Benefits for the family at the emigrant’s expense. A special commission under the president is envisaged for relatives in Russia who have no income. It will be able to assign them payments from the blocked money of the emigrant himself.
📍 Money will be collected from what is seized. Amendments are being introduced into the Civil Procedure Code allowing court costs and damages (for example, in “insult” lawsuits) to be collected directly from frozen funds or from the special account of the “disenfranchised” person. Authority to maintain the registry and launch restrictive measures is being transferred from the Prosecutor General’s Office to the Ministry of Justice. The Ministry of Justice will decide whom to include on the list, while the security agencies (FSB, Interior Ministry, etc.) will only submit materials.
⌚The adoption schedule will be accelerated: after amendments are reviewed on Wednesday, deputies will have one full session left on July 23 to vote on the law in its final reading. The concluding session on July 27 is expected to be a formal closing of the convocation with the president in attendance: a speech, the anthem, and a group photo.
⚠️ Immediate entry into force. The delayed deadline until March 2026 has been removed. The law will begin to operate from the day of official publication, with no transition period.

🔻 Earlier, another important law was adopted on the same subject: amendments to the Administrative Code make it possible to hold people liable for “offenses against the interests of the Russian Federation” committed abroad, and to seize the property of relocated Russians to secure payment of fines.
