A war participant accused of killing civilians in Bucha “won” the United Russia primaries

Former participant in the war in Ukraine Nursultan Mussagaleyev took second place in the United Russia primaries on the party lists for a regional group in Orenburg Oblast. The outlet Agentstvo drew attention to this.

Second place in the primaries does not mean that Mussagaleyev will necessarily take part in the State Duma elections. The party’s election list is formed at its congress, and it may include, among others, people who did not take part in the primaries.

Nursultan Mussagaleyev is a native of Orenburg Oblast; in February 2025, he was appointed acting deputy minister of regional and information policy. For taking part in the war, he received the title Hero of Russia. According to the Security Service of Ukraine, Mussagaleyev was involved in the torture and murders of civilians in the city of Bucha.
