One of them is Voronezh deputy Sergey Lukin: a former senator and longtime United Russia representative whose family is linked to one of the region’s largest developers.

Together with the Vornadzor project, we looked into how the Lukin family’s business empire is structured and found dozens of real estate properties in Dubai owned by the deputy’s family, worth more than 4.5 billion rubles — from huge apartments on the Palm to flats they bought up literally floor by floor.
