Traffic police inspector from Tulun Viktor Askhayev claims that after appealing to the Prosecutor General's Office with a complaint about corruption among his superiors, a criminal case was opened against him, and he was then tortured by FSB officers. ASTRA reports this.

According to Askhayev, the trigger for the conflict was a story involving an unlicensed driver whose report allegedly disappeared from the database after management intervened. After trying to get the matter reviewed, the inspector began filing complaints with oversight bodies.

As Askhayev claims, in April 2026 he was detained by FSB officers, taken to the Investigative Committee building, and pressured to hand over his phone password.

An ASTRA source in law enforcement claims that a military investigative department is now checking the information about the use of torture, and a pre-investigation inquiry has been opened against the investigator who was present during the events.
