“Multi-regime” facilities (a penal colony + prison + pre-trial detention center) will appear in the Kaluga, Astrakhan and Tyumen regions, in Zabaykalsky Krai, Buryatia and Tatarstan, as well as in the territory of the Russian-controlled part of the Kherson region. This is stated in the new version of the federal target program “Development of the Penal System (2018–2035).”
The construction of one such “super-prison” will cost from 13 to 20 billion rubles.
