Spectators have been banned from bringing posters, flags, and banners that do not comply with “traditional values” into stadiums, according to government-approved changes to the rules of conduct for spectators at competitions.

“Support materials must meet the following requirements: no inscriptions and/or images that do not comply with traditional values as set out in Russian Presidential Decree No. 809 of November 9, 2022,” the document says.

Spectators have also been banned from using drones and from bringing bugles, horns, and vuvuzelas without approval from organizers.
