About two dozen of the largest companies routing internet traffic from Russia to Europe have signed a memorandum agreeing not to expand these channels.

According to RBC sources, the idea was discussed in meetings with the Ministry of Digital Development and is linked to efforts against VPNs.

The logic is as follows: VPN traffic appears as foreign traffic to operators, and if the “road” abroad is not expanded, it will eventually become congested. Providers will then either throttle such traffic more aggressively or make access significantly more expensive.

For ordinary users, this means the external internet won’t be fully blocked, but will become inconvenient—slower, more expensive, and increasingly unstable.

As a reminder, according to official Kremlin statements, all of this is supposedly done to prevent Ukrainian drones from flying over Russia and to keep citizens safe. In reality, drone incidents have multiplied, while Russians are setting records in antidepressant consumption.
