Moscow has resumed issuing paper ballots after an outage

Ivan Drobotov, an observation coordinator in one of the capital’s districts, told Vot Tak about this, citing observers.

For about an hour and a half, the electronic lists would turn on for a while, voters were given paper ballots, as many as they managed to issue, then it would cut out again. Now all the observers say the system is working,

Drobotov said.

During the outage, members of election commissions suggested that people vote electronically or come back in a few hours — but according to Drobotov, most voters continued waiting for paper ballots.
