The State Duma has passed a law allowing foreigners to be expelled from the country over fines under articles on rallies and “discrediting,” and has also required them to submit criminal record certificates

Deputies passed two laws on this in the third reading.

The first document requires foreigners, when applying for a temporary residence permit or a residence permit, to provide criminal record certificates from both Russia and abroad.

The second bill increases from 22 to 45 the number of administrative code articles that provide for expulsion from the country as punishment for foreigners. Under some of these articles, the size of fines for foreigners is also being increased.

This affects, in particular, articles on “discrediting” the army, violating the rules for holding rallies and mass gatherings, most provisions of the article on “abuse of media freedom,” displaying prohibited symbols, and distributing “extremist materials.”
