The State Duma has doubled the list of grounds for deporting foreigners. They can now be expelled for disobeying border guards and discrimination

The same law, approved by the State Duma, also increases fines for violating the rules for crossing the Russian border, the rules for entering the country and the rules governing stay in the country, for foreigners working illegally in Russia, and for illegally hiring them.

Separately, the State Duma passed a law banning the granting of Russian citizenship to foreigners with a criminal record. A criminal record for crimes committed both in Russia and outside it also becomes grounds for refusal of a residence permit or a temporary residence permit in Russia.
