"I understand that the role of the security structures during a war is an entirely different situation. Makarov also noted that Russia ranks 131st in the UN innovation index for institutional quality. "As for institutions, congratulations, we have overtaken Venezuela, there is some forward movement. True, competing with Lesotho is, of course, still difficult for us," the deputy said.
