A brief summary of the first 50 minutes of Putin's speech at SPIEF (the part of the speech where he is standing and reading from a sheet of paper): the West has problems, they have low GDP growth and budget deficits, while Russia and BRICS are doing well. Sure, we slipped a bit, but we only just slipped, whereas they have been living like this for years. They impose sanctions on everyone, for any reason or none at all, whether over the war in Ukraine or LGBT issues. They use their technological advantage to deceive everyone and dominate them. Technological sovereignty is needed.
