The Justice Ministry found foreign funding in only 4% of “foreign agents” who received that status in 2025
Foreign funding exists for only 4% of the people and organizations recognized as “foreign agents” in Russia in 2025, Deputy Justice Minister Oleg Sviridenko said. According to him, until 2022, funding from abroad was the only ground for being designated a “foreign agent,” but after that the list was expanded to include everyone under foreign “influence.”
"If that single criterion had remained the only one now, it would amount to just 4% of foreign agents. Can you imagine that? Where would all the others be roaming? And we, together with Rosfinmonitoring, would be searching for this money that does not exist. And no money is needed there anyway, there are already other forms," the official said.
