⚡️ The Cinema Fund disclosed a list of 17 spiritual and moral values for films seeking non-repayable state support

A sample questionnaire for evaluating a film “for compliance with Russian spiritual and moral values” has appeared on the Cinema Fund’s resources. This questionnaire must be filled out by applicants seeking non-repayable state support in 2026. The list of values contains 17 items: life comes first, human rights and freedoms are mentioned before patriotism, and in addition to patriotism there is also “Service to the Fatherland,” as well as mercy, humanism, justice, and collectivism.

In addition, the authors of a film project must fill in the section “Justification of the project’s compliance with traditional Russian spiritual and moral values and state priorities in the sphere of culture” — with examples of plot lines and “character motives.”

And in the section “Social significance of the film project,” the authors of the application are supposed to indicate the expected changes in the viewer’s feelings and emotions after watching the film.”

The 2026 documents regulating the rules for selecting films for subsidies state separately that all such films must support the conduct of the special military operation against Ukraine.

▪️ A new “window” for submitting applications opens from April 13 to May 13, 2026.

▪️ The procedure is as follows: applicants (the film’s authors) submit scripts to an expert group. An expert from the script working group must rate each of the 17 values on a scale from 0 to 10 (“the value is noticeably expressed”). The films with the highest scores are then sent for evaluation by the Expert Council. After that, a decision is made on allocating funds in coordination with the Ministry of Culture.

↩️ Earlier, reports from the Ministry of Culture made clear that, based on the results of 2025, 88% of films with state support (36 out of 41) did not break even at the box office. This is significantly worse than the 2024 figures, when 78% of such projects turned out to be loss-making.
