Guelman recalls that during the 1999 State Duma election campaign, he worked as a political consultant with the Union of Right Forces party, including with its then leader Sergey Kiriyenko. The party made it into the Duma, but according to Guelman, “Kiriyenko went to Putin and said: ‘I don’t want to go to the Duma, take me in as your soldier, put me wherever you want.’”
“These systemic liberals who went to Putin bear a significant share of the responsibility, including Kiriyenko,” Guelman believes. In his opinion, people like Kiriyenko, German Gref, and Elvira Nabiullina ensured the stability of Putin’s regime. Guelman added that he has not communicated with Kiriyenko since 2011.
