Can You Still Watch Dud’s Videos? What About Commenting and Sending Him Donations? An OVD-Info Lawyer Explains What It Means That Yuri Dud Has Been Added to the Terrorist List

Broadly speaking, the answers depend on which article the criminal case was opened under. Right now, that information is not publicly available. We only know that there is an asterisk next to his surname on the list — this is how the register marks people against whom a criminal case has been opened under a terrorism-related article. But the general logic is this:

Can you subscribe to, watch, and like Yuri Dud’s videos and posts? Yes. And you can leave comments too. No asterisk or label (included in the Rosfinmonitoring List) is required for that. But there is a caveat: the content of the comment matters. If you write something that is considered a crime under Russian law (for example, public calls for terrorist activity), that could become grounds for prosecution. Not the fact of commenting under Dud’s material, but the content of the comment.

Can you post memes with Dud? Yes, especially TikToks (I hope everyone has seen his TikTok!).

Do you urgently need to delete old reposts of Dud? It is not that simple. On the one hand, one does not want to call for self-censorship. On the other, it is important to keep in mind that under Russian law, comments and other publications are considered continuing acts. This means that, in theory, a person could be held liable for them. But you can leave comments (see the answer to the previous question).

What if I want to donate to Dud? For example, leave a star on Telegram. This is a difficult question. We would advise that if you do donate stars, you do it anonymously (we explained how to do that here).

Under the law, a person’s inclusion in the Rosfinmonitoring list does not mean that donating to them is prohibited. But yesterday it became known that there is a case in which the defendant gave stars to people who, in other posts, were raising money for the Armed Forces of Ukraine. The person was charged with financing terrorism — even though the posts he supported with stars did not imply financing terrorism.

What else should be kept in mind? Usually, a person is included in the Rosfinmonitoring list in order to restrict their financial operations. The original purpose of 115-FZ was precisely to counter the financing of terrorist activity, not to recognize a person as a terrorist or extremist. So if there are any restrictions, they are tied to the nature of the activity of the person on the list.
