Ukraine has proposed that the European Union impose sanctions on Potanin and Lisin

The European Union created a “dangerous precedent” by lifting sanctions on Mikhail Fridman and Alisher Usmanov, but it could restore trust by imposing sanctions on two other Russian billionaires, Vladimir Potanin and Vladimir Lisin, according to Vladyslav Vlasiuk, the Ukrainian president’s sanctions commissioner.

“Everyone knows about these figures but avoids taking any measures against them. But now there is leverage to push this decision forward,” Vlasiuk said in an interview with Politico.

He noted that adding Potanin (who heads Norilsk Nickel) and Lisin (who owns the Novolipetsk Steel plant, NLMK) to the EU sanctions list would effectively cut their companies off from trade on the European market.
