Kuban, following Rostov Region, introduced a state of emergency over problems selling agricultural products after UAV attacks

The relevant order was signed on September 23 by Krasnodar Krai Governor Veniamin Kondratyev.

“As a result of massive attacks on logistics infrastructure facilities, the suspension of port operations, and the disruption of maritime navigation in the Azov-Black Sea basin, agricultural producers in Krasnodar Krai are unable to sell significant volumes of agricultural products, which has led to an oversaturation of the domestic grain market,” it says.

The emergency situation is recognized as having existed since August 12, 2026.

The regional Ministry of Agriculture, processing enterprises, and municipal services will be involved in eliminating the consequences. The ministry has been instructed to monitor developments, assess the socioeconomic consequences, and inform agricultural producers about the measures being taken.
