Pass system, cash payments: BBC Russian Service reported how Putin’s new residence is being built in Sochi

Construction of Putin’s Bocharov Ruchey residence in Sochi is nearing completion; the general contractor is Transstroyinvest, a company registered in annexed Crimea, writes BBC Russian Service.

Workers for the residence were sought, among other ways, through social networks and job-search services: various ads said that “there is a pass regime, a residence is being built,” and also that “the facility is strategic.”
