United Russia is heading toward the elections in a situation of total uncertainty. Mid-level officials in the presidential administration, governors, their deputies for domestic policy, and United Russia members themselves are unhappy about this. The party has neither a program nor key campaign talking points, complain political consultants working on regional campaigns.

A source close to the political bloc of the presidential administration describes the situation to Meduza this way: “For now, we’re running the campaign blind; we’re waiting for the final instructions on KPI and the main talking points in late July or early August.”
