He said this at a meeting on security issues for the 2026 elections, РИА Novosti writes.

“Strikes by drones against civilian infrastructure are being carried out more and more often. The latest example is the strikes on energy facilities in Tuapse, which could potentially cause serious environmental consequences as well,” Vladimir Putin said.
