Russian authorities want to change the “hierarchy of values” of North Caucasus residents — RBC

The authorities plan to “adjust” the “hierarchy of values” of North Caucasus residents so that local people see themselves first and foremost as residents of the Russian Federation “without diminishing the importance of regional identity,” RBC writes, citing sources.

To do this, the federal authorities, in particular, want to promote the symbolism of the Russian flag more actively. It is also about “rejecting radicalism in any form.” According to an RBC source, residents of the North Caucasus will be shown that this will have a positive effect on tourism, the economy, and living standards.

The package of ideas is being developed by the Kremlin’s domestic policy bloc together with the “expert community,” the Znanie society, and the presidential envoys’ offices.

An RBC source emphasized that the plan is to arrange the components of identity into “the correct hierarchy,” but added that there is a general understanding that values in the Caucasus require a special approach.
