The Labor Ministry wants to ban spending maternity capital on monthly payments. The funds should be directed toward housing purchases, the ministry believesThe Ministry of Labor is proposing to ban the use of maternity capital for monthly payments for children from birth, as well as for building a pension from these funds. The ministry’s letter says that families are no longer using maternity capital to buy housing. Thus, in the first four months of 2025, people directed state support toward this goal in only 18.8% of cases, whereas in 2022 more than half did so.

At the same time, the use of maternity capital for monthly child payments has become more frequent. If in 2020 maternity capital was used for these purposes in 24.5% of cases, by the end of 2025 it was already 42.8%.

Thus, at present, families are directing maternity capital funds toward current consumption rather than solving long-term, key problems, which worsens the problem of inadequate housing conditions for having children,

the Labor Ministry’s letter says.

The ministry believes that because of this, priority should be given to buying housing with maternity capital funds. To do this, it is proposed to ban families with a child from using the capital to receive monthly payments and to pay for paid educational services.

In exchange for this restriction, the ministry proposes transforming family mortgage loans so that with the birth of each subsequent child, banks would lower the rate on a “family” mortgage. It is also proposed to increase the loan amount for families with two or more children so that they can buy an apartment larger than 60 square meters.
