After the crackdown on VPNs, Russian developers started seeing their work tools break en masse. GitHub, PyPI, Debian, Rust, Figma, and other foreign services that are essential for developing modern software have become unavailable.

At a closed meeting with the biggest IT companies, Roskomnadzor proposed a solution: to create a single "State VPN" through which developers would be able to access the foreign resources they need.
