Moscow conscripts who are studying or appealing a denial of alternative civilian service are receiving unlawful summonses for medical examinations

Conscripts who are studying or appealing a denial of alternative civilian service are being sent summonses for medical examinations in violation of current law, the “Call to Conscience” project writes.

“If they do not comply, they are added to the ‘draft dodgers list,’ detained, and forcibly sent into the army. If they do show up, even with a lawsuit or proof of deferment, they are forced to undergo a medical examination or are let go only with great difficulty, but are fined for refusing,” the human rights advocates report.

If a conscript is able to leave the city, the human rights advocates advise doing so before the end of the dispatch period, and sending a representative with power of attorney to the unified draft center in order to submit the lawsuit appealing the denial of alternative civilian service or the deferment documents.

If leaving is not possible, the human rights advocates recommend thoroughly preparing for a visit to the unified draft center in order to submit the lawsuit or a certificate of enrollment.
