Authorities want to spend twice as much as planned in 2027 on a system for blocking and fighting VPNs — almost 20 billion rublesThe government plans to allocate 19 billion 870 million rubles to the General Radio Frequency Center (GRFC), which is subordinate to Roskomnadzor, for the operation of the system that enables blocking in the Runet. This amount is included in the draft federal budget for 2027, “Vyorstka” noticed.
Formally, this money is being allocated to the GRFC as a subsidy “to ensure the functioning of the automated system for ensuring the security of the Russian segment of the information and telecommunications network ‘Internet’” (ASBI).
In the budget adopted a year ago for 2026, the authorities planned to spend 9 billion 870 million rubles on ASBI in 2027, and 9 billion 844 million rubles in 2028. Now, for next year alone, they are budgeting an amount that exceeds the sum of those two budgets. In total, they want to spend almost 60 billion rubles over the next three years on the system for blocking in the Runet.
Overall, spending on Roskomnadzor’s operations in 2027 will grow by more than 1.6 times (or by 60%) compared with what had been budgeted for the same year in the previous draft budget. Back then, almost 20 billion rubles was forecast for the agency’s activities in 2027, while the draft submitted to the State Duma today already allocates 31.8 billion.
🟪ASBI is the system that manages the technical means of countering threats, which in effect are responsible for blocking “prohibited content.” It is precisely through the use of ASBI that Roskomnadzor plans to reach a VPN blocking “efficiency level” of 92% by 2030.
