The administration of Kotelniki, a town in the Moscow region, said that information on the location of civil defense protective structures will be conveyed to residents "during the period of mobilization and in wartime." Daily Storm drew attention to the authorities' reply to a local resident here:

Information on the placement of civil defense protective structures located in the urban district will be conveyed to the public during the period of mobilization and in wartime. For more detailed information, you may contact the department for security, emergency prevention and response, and civil defense tasks of the administration of the Kotelniki urban district.

Vazhnye Istorii notes that formally Vladimir Putin has not canceled the mobilization decree from September 2022, so the rules established by it remain in force.

In addition, the administration of Orekhovo-Zuyevo responded to residents' complaints that they are not receiving SMS warnings about attacks and cannot hear sirens:

The decision to activate public warning systems and turn on sirens is made based on the evolving operational situation and only when there is an immediate threat. At the same time, sirens are planned to be activated only in cases of a direct threat to specific facilities or areas.
