Viktor Zolotov, the director of Rosgvardiya, presented Chechen leader Ramzan Kadyrov with the shoulder boards of an army general and a maroon beret, TASS reports.
Zolotov said that Vladimir Putin had awarded Kadyrov the rank of army general. He, Zolotov, had been instructed to “convey” the decree to Kadyrov and present him with the shoulder boards.
“But that is not all. Three days ago we marked another anniversary of the creation of the departmental special-purpose forces, where the tradition of presenting the maroon beret began. And as a token of gratitude... it was decided to present Army General Kadyrov with this most important symbol,” Zolotov added.
Kadyrov previously held the rank of colonel general; he received it in 2022. The rank of army general is de facto the highest in the Russian army: only the rank of marshal is higher, but it has not been awarded to anyone since 1997, Important Stories writes.
The maroon beret is considered the highest form of distinction in Rosgvardiya special forces units and some other security services. To receive it, one must pass a series of tests, which sometimes end in participants’ deaths. There is no information that Ramzan Kadyrov took part in these tests. At the same time, he has worn a maroon beret before.
