The Investigative Committee will buy AI to find links between people and companies in documents. It is prepared to spend more than six million rubles on it

Russia’s Investigative Committee has announced a procurement for a hardware and software system to analyze texts using artificial intelligence. The initial contract price is 6.23 million rubles. Ostorozhno Media drew attention to the documents.

According to the technical specification, the system must extract information from documents about people and organizations, events, and connections between them. In particular, it must find names, positions, military and special ranks, company names, bank details, phone numbers, email addresses, sums of money, and postal addresses.

The system must support large language models running locally or accessible through an interface compatible with the OpenAI API (the developer of ChatGPT).

The documentation sets restrictions on the purchase of foreign equipment and bans foreign software. The required precision and recall rates for searching, classifying, and verifying data are at least 80%, and the contract completion deadline is the end of this year.
