Rubio said this to reporters in Manila in response to a question about how relevant the outcome of last year’s meeting between Putin and Trump in Anchorage remains.
You cannot conclude a peace agreement if both sides do not agree to it, and the Ukrainians would not have agreed to that.
And so those efforts did not work. So we will have to find new proposals and new ideas because, clearly, that proposal was unacceptable to Ukraine at the time, and I do not think it is acceptable to them now either. It is probably even less acceptable to them now.
Therefore, if peace comes, it will be because of some new idea and some new concepts,
Rubio emphasized.
