This was reported by BBC sources close to Rostelecom and one of the telecom operators. According to the sources, on May 5, 7, and 9 not only mobile service but also SMS will be restricted. The restrictions will apply not only in the center but also within the MKAD. It is possible that even whitelists will not work.
