Russian authorities plan to reconstruct checkpoints on the border with EU countries at a total cost of almost 24 billion rubles

Russian authorities have planned the reconstruction of eight road checkpoints on the border with Finland, Estonia, Lithuania and Poland. The total cost of these projects is estimated at almost 23.65 billion rubles, according to a draft budget investment plan for 2027 reviewed by Verstka.

Almost 3 billion rubles each may be allocated for the reconstruction of the Vyartsilya and Lyuttya checkpoints in Karelia, Torfyanovka in Leningrad Region, Kunichina Gora and Shumilkino in Pskov Region, as well as Bagrationovsk, Chernyshevskoye and Mamonovo (Gronowo) in Kaliningrad Region.

At the same time, the inclusion of facilities in the draft budget investment plan does not mean that the stated cost of reconstruction will ultimately be fully financed. For 2027, about 122 million rubles are allocated for these eight projects — these funds are intended for design and survey work.

Rosgranstroy announced the reconstruction of Bagrationovsk and Chernyshevskoye in December 2021. On February 16, 2022 — eight days before the start of the war — the government included the reconstruction of Mamonovo (Gronowo), Lyutti and Torfyanovka in the list of projects. Already after the start of the war, in October 2022, Rosgranstroy signed contracts for the design and reconstruction of these and other checkpoints.

The work was planned to be completed in 2024-2026. At the same time, in the new version of the budget documents these projects are still at the design stage.

While Russian authorities continue to plan the modernization of checkpoints, cross-border traffic with the EU has practically stopped since the start of the full-scale war.
