A Russian conscript was denied permission to leave for abroad via Belarus. Why is this precedent dangerous?

Human rights defenders learned of the first case in which a Russian man who had received a draft summons was not allowed to leave the country from Belarus. It appears that the countries have begun exchanging data from the electronic military registration database and the draft summons registry.

What is changing for conscripts? What should you do if you or someone close to you is at risk? Maybe if leaving is not possible, it would make sense to hide and wait it out?
