Hosting companies may be banned from serving VPN service owners, Kommersant reports

A proposal for the second reading of a new package of “anti-fraud” measures would add a ban on hosting providers serving “owners of websites and information systems that provide access to information blocked on the territory of the Russian Federation.” This was reported by Kommersant.

According to the outlet, these amendments are included in the latest version of the bill. The current version of the bill does not specify what liability would apply for violating the new rules.

The Ministry of Digital Development said that “at the moment, the amendments for the second reading are being coordinated with interested agencies and organizations.”

Experts interviewed by the outlet say that for hosting providers, the amendments would mean a shift from the role of a “technical intermediary” to the role of a “controller,” as well as closer interaction between such companies and Roskomnadzor.
