Roskomnadzor is massively opening cases against foreign video game developers

The agency is drawing up administrative protocols against game publishers for storing players’ personal data on servers outside Russia. Since December 2025, at least eight such cases have reached the courts.

Some of the protocols have already resulted in rulings. For example, in March, a fine of two million rubles was imposed on Battlestate Games (the online shooter Escape from Tarkov).

In April, the same fine was handed to the major game publishers Take-Two (GTA, Red Dead Redemption) and Electronic Arts (Need for Speed, Battlefield, The Sims, and others).

Verstka claims that previously, cases under Article 13.11 of Russia’s Code of Administrative Offenses were opened against gaming companies only rarely.
