Roskomnadzor has begun mass-opening cases against the biggest computer game developers

Since December 2025, at least eight administrative protocols against major foreign computer game producers have been submitted to the courts over violations in the collection of personal data (Article 13.11 of the Code of Administrative Offenses), Verstka has found.

Punishments have already been handed down under some of the protocols drawn up by Roskomnadzor. Thus, major publishers Take-Two (GTA, Read Dead Redemption) and Electronic Arts (Need for Speed, Battlefield) were each fined two million rubles in April.

In March, the same fine was imposed on Battlestate Games, the studio that developed the online shooter Escape from Tarkov. The ruling says that the company collected the personal information of Russian citizens without ensuring its storage and processing on servers located in Russia, which violates the personal data law.

In addition, a magistrate's court in Moscow on April 27 handed down a punishment (what exactly is unknown, since the ruling has not yet been published) to the major Chinese game developer NetEase Interactive (Marvel Rivals). Earlier, in December, a warning under this article was issued to the company Lesta (World of Tanks), which came under state ownership as a result of its split from Wargaming.

Court hearings will also soon be held for Epic Games (the developer of Fortnite and Gears of War), Digital Extremes (Warframe), and the Swedish studio Embracer Group (which owns the rights to Tomb Raider, Deus Ex, and other games).

🟪At the end of April, Yana Lantratova, head of the State Duma Committee on the Development of Civil Society, proposed introducing distribution certificates for video games, similar to those used for films. In her speech in the State Duma, she criticized Western games that “do not correspond to traditional values,” including Call of Duty.
