The owner of Daily Storm’s Telegram channel was fined over a post about a Roskomnadzor adviser who was outraged by school notebooks with superheroes and anime

“Mediazona” noted that a justice of the peace at judicial district No. 374 of Moscow’s Tagansky District fined owner Ksenia Shardt 30,000 rubles on charges of “abuse of media freedom.”

🔹The administrative case was triggered by a Daily Storm news item published on February 24, 2026. It said that “people at Roskomnadzor were outraged by school notebooks with anime and Western superheroes.” It referred to a speech in the State Duma by Andrei Tsyganov, editor-in-chief of the “Orthodox-patriotic” outlet Katyusha and a former member of the public council under Roskomnadzor.

🔹During a roundtable in the State Duma, he demanded the introduction of “widespread propaganda” of domestic heroes and traditional values in films, cartoons, and the school curriculum, so that school notebooks would feature “our bogatyrs and Russian beauties,” rather than “nothing but anime, some little cars, Spider-Men.”

The claims against Daily Storm stem from the outlet linking Tsyganov to Roskomnadzor, “Mediazona” indicates. The federal agency insisted that its official representatives had made no such statement, and that Tsyganov “is not an official” and cannot make statements on behalf of the state body. The activities of the council with which Tsyganov was affiliated are “advisory and consultative” in nature, the agency says.

🔵Tsyganov was removed from the Roskomnadzor council in May. Katyusha wrote that the reason was his disagreement with the imposition of the Max messenger on Russians; the resignation, it claimed, took place at the demand of First Deputy Head of the Presidential Administration Sergei Kiriyenko, who, in the outlet’s view, “carefully protects VK with ‘Max.’”

🔵The post about Tsyganov’s speech on the Daily Storm channel is still available, but its headline has been changed: now the publication says that it was “activists,” not Roskomnadzor, who were outraged by school notebooks with anime.
