Back in early April, we reported the collapse in recruitment of contract soldiers for the war. It is already June, and the recruitment targets are still not being met, pushing the Kremlin toward harsher measures, which began in Penza Oblast.

The recruitment problems have become so obvious that the media are already writing about them. As “Verstka” writes, the core of the new arrivals in the Russian Armed Forces is now an altogether dubious contingent — literally homeless people and criminals. And such characters are becoming a larger share of all the “volunteers.” The military enlistment offices now place all their hopes on the police and “black recruiters,” who are the ones dragging such people into the war.

Even an increase in one-time payments for signing a contract no longer helps. One officer from Siberia told journalists that, for contract soldiers, they had “already literally cleaned out all the villages around,” and now his unit has sent an agitation brigade all the way to Dagestan. It is unclear what they plan to recruit there, since Dagestan is one of the top regions for failing to meet the recruitment plan.

Everything is clearly not going according to the Kremlin’s plan. As we can see from the situation at the front, such measures do little to help the Russian Defense Ministry. Ukrainian soldiers continue to eliminate more personnel per month than the Russian repressive-mobilization machine manages to drag into the army. It is not surprising that, in Russia’s “upper circles,” the possibility of a new wave of mobilization is already being discussed in full. Meanwhile, in the “lower circles,” defeatist moods are already spreading widely:

“We don’t have people here, the fools willing to go for money have run out... So it is either mobilization, or some backroom deal with loss of ‘face,’ and the unfulfilled conditions and goals of the special military operation. I think the choice here is obvious, right?”
